It has a random chance to such up XP even when durability is full. You can place carpet on top of the hoppers to make the XP orbs flow towards you faster. They can sometimes settle into the depression of the hopper but the hopper does not actually suck them in (as already mentioned). A kill gets you XP.

Trading with villagers is absurdly profitable xp wise, specially once you build good reputation. Like buy bookshelves, sell books. Buy glass, sell bottles. Those kinda stuff are very good.
