Yes there are many good mods for CK3. The ones that I consider kind of fundamental are Fullscreen Barbershop, Community Flavor Pack for more 3D assets and More Game Rules for… more game rules. Personally quite a fan of the Basque culture. Equal gender laws and High Partition available right off the bat gives you an incredibly stable realm in the early game. Their only disadvantage is their piss poor starting position in both dates, but there's easy work arounds for it. Really loving those Steppe horse archers.

Ck3 without dlc is fine. Though dont miss out on the sale ;) I've been playing without any DLC just fine. Mostly the total conversion mods, though (the base game gets old quickly). Royal court expansion is meh anyway, tours and tournaments is fun but the game is totally fine without it, you won’t be missing a lot.
Well all three fo the cultures are some of the better cultures (but Norse is still one of the strongest, no matter the start date). There are some where you really have to continously improve the culture itself like Carantanian, Muroma or the other cultures that only have two attributes at specific starts.
Otherwise, it's just a red herring - as many religions own the same sites, it's kinda there to force 4-5 factions to constantly war over possession of 3-4 suck counties just because it's a holy site. Pursuit of Power is good - but like Warmonger, your sinner "content" vassals will constantly be up for punishment.
